HADITH STUDIES ON STATE FINANCE GOVERNANCE: AN ETHICAL REVIEW OF AMANAH, TRANSPARENCY, AND PUBLIC ACCOUNTABILITY IN THE MANAGEMENT OF THE STATE BUDGET

This article discusses state finance governance from the perspective of Hadith studies, focusing on the ethical values of amanah, transparency, accountability, justice, and prevention of corruption. State finance is a strategic instrument for realizing public welfare, because it is related to revenue, expenditure, public services, infrastructure, education, health, and national development. In the Indonesian context, the 2026 State Budget is directed toward priority spending to strengthen food sovereignty, energy sovereignty, and economic sovereignty, as explained by the Ministry of Finance of the Republic of Indonesia through the Directorate General of Budget. This shows that state finance is not merely a technical and administrative matter, but also a moral responsibility that must be managed for public benefit. This study uses a qualitative library research method by analyzing relevant hadiths on leadership responsibility, public trust, prohibition of betrayal, bribery, misuse of public property, and accountability. The findings show that Hadith studies provide a strong ethical foundation for modern state finance governance. The values of amanah, prohibition of ghulul, justice in budget allocation, transparency in public office, and accountability before Allah and society are highly relevant to contemporary fiscal management. This article argues that Hadith studies can contribute to strengthening ethical awareness in state financial governance, especially in preventing corruption, budget manipulation, conflict of interest, and abuse of public authority.
